The shooting death of Oscar Garcia occurred April 22, 2017, at approximately 11:36 p.m., on the 100 block of West Cypress Avenue, Monrovia.   The suspect is a male Hispanic 20-25 years-old, approx. 6ft. tall, medium build, light skin, with black hair and brown eyes.   There’s a $20,000 REWARD offered by the L.A.
