Advisory: #LArain Winter Storm Unified Command Update - 8 pm, Fri.

Hi Pepperdine Libboard,

#LArain Winter Storm Unified Command Update - 8 pm, Fri.

LOS ANGELES (Fri., Feb. 28, 2014 – 1800 p.m. PST) – The Los Angeles County Operational Area Emergency Operations Center (CEOC) was activated at 6:00 a.m. PST in response to a strong winter storm moving through Los Angeles County. The storm system is impacting Los Angeles County cities and unincorporated area communities. The storm system is forecast to bring heavy rain, snow in high elevations, isolated thunderstorms, and gusty winds to the area through Saturday, March 1, 2014. The CEOC is activated in support of the cities of Glendora, Azusa, Monrovia, Rancho Palos Verdes, Long Beach, and Los Angeles. Activations of their Emergency Operations Centers due to storm related issues.

The low pressure system will continue throughout the night moving in the East/Southeast direction through late Saturday night. Rainfall rates ranged from 0.40" to 1.3" per hour in the San Gabriel Mountains. There will be a lull in the shower activity this evening and most likely will increase Saturday morning and continue through the afternoon and early evening hours. An additional 1" to 2" is expected in the Metropolitan LA area and 2" to 5" in the Foothill area.
The Los Angeles County Emergency Operation Center will remain active through this storm event.

STORM, FLOOD AND MUDSLIDE SAFETY TIPS

• If you notice a major mudslide slippage, move your family to a safe location and call the Department of Public Works at 1-800-675-HELP (4357). If the situation warrants, call 911.
• Do not cross rapidly flowing streams. Stay on one side until the water recedes. Most streams will go down in a couple of hours, once it stops raining.
• Watch for mudslides and adjust drainage to reduce mudslides.
• During a storm, check drainage systems at your home and driveways to maintain a safe situation and limit damage.
• Contact "211" info line for the most up to date shelter information in Los Angeles County.

Community: Los Angeles County Sheriff's Department Fire Camp Inmates Sent to City of Glendora to Help Prep for Storm #LASD

Hi Pepperdine Libboard,

Los Angeles County Sheriff’s Department Fire Camp Inmates Sent to City of Glendora to Help Prep for Storm (photos)

Hi SHB Group,

Twenty inmates assigned to the Los Angeles County Jail Fire Camp Training Facility were sent to the Glendora City Yard on February 27, 2014, to assist with the filling of sandbags in preparation for the heavy rainfall predicted for this weekend.

These twenty inmates are part of the Prisoner Assistance Community Enhancement (PACE) program. There are 29 inmates assigned to the PACE crew of the 160 inmates assigned to the Fire Camp Training Unit. The inmates are part of the Public Safety Realignment Plan (AB109), which places lower security level inmates (“N3”, Nonviolent, Non-serious,
Non-sexual) in the custody of local law enforcement agencies. The PACE crews consist of in-custody inmate workers who provide assistance for public service projects throughout Los Angeles County. These projects include trash clean-up, landscape maintenance, and miscellaneous projects. The inmates involved in both the Fire Camp and PACE program volunteer for the programs. Many of the inmates believe this is their way of giving back.

The inmates have been approved for work crew positions and are supervised by sworn personnel. Sworn personnel were sent with the inmates to the City of Glendora and were transported in two fully equipped, Sheriff’s Department ten passenger vans, each towing a trailer with work tools and portable toilet.

As Los Angeles County prepares for a second storm this weekend, the burn areas surrounding Glendora as a result of the Colby Fire present serious concern for the people who reside below the hillsides. The Los Angeles County Sheriff’s Department began reaching out to the various areas of concern to offer their inmate work force as a labor pool to assist with the filling of sandbags. On February 26, 2014, the City of Glendora declared the following ORANGE LEVEL emergency protocol in effect for the Colby Fire Burn Impact Area. The alert was raised to orange from yellow due to Weather Forecasts and the field conditions within the foothills of Glendora.

Sandbags can be obtained at the Glendora City Yard, 440 South Loraine Avenue, Glendora,

Community: #LASD Malibu Search and Rescue Locate Lost Teen Hikers in Malibu Mountains, #Malibu @MalibuSAR

Hi Pepperdine Libboard,

On Wednesday, at approximately 9 p.m., LASD Malibu Search and Rescue (SAR) received a call for two missing hikers in the Newton Canyon area of Malibu. The two hikers, an 18 year old male from West Hills and a 17 year old female from Chatsworth, along with their small dog, set out for a hike at 3 p.m. from the Newton Canyon trailhead, off of Kanan Road. Once darkness fell around 6 p.m., and the weather turned cold and rainy, the hikers realized they were lost and called a parent. The parent notified Malibu/Lost Hills Sheriff’s Station, whom in turn called the LASD Malibu Search and Rescue Team.

As Malibu SAR was responding, communication was lost with the two hikers when it was determined that the two hikers’ cell phones lost charge. Due to the cold and rainy conditions, Malibu SAR notified LACO Fire which launched a rescue helicopter to assist in the search with the ground units. Based on the last information provided by the hikers, before communication was lost, the search started several miles from where the hike began. The low fog ceiling and poor visibility prevented LACO Fire’s rescue helicopter from enter the area.

After about an hour of searching in near-zero visibility conditions, the two hikers were finally located. The hikers, and their dog, who were wet and very cold, were very happy to be rescued. They were loaded into a warm rescue vehicle and driven to where their vehicle was parked and where their family was waiting for word on their condition.
