Advisory: #LASD Traffic Services Detail –Cinco de Mayo: Fiesta Time or Jail Time? Buzzed Driving is Drunk Driving

Dear Pepperdine Libboard,

Paramount, CA - In the United States, Cinco de Mayo has become synonymous with festive fiestas and salty margaritas. Historically, the fifth of May commemorates Mexico’s 1862 victory over France at the Battle of Puebla during the Franco-Mexican War, but present-day celebrations often lead to drunk driving—and there’s no victory in that.

If you are planning to party this Cinco de Mayo, keep this number in mind: 343 people were killed in motor vehicle crashes over the Cinco de Mayo holiday weekend in 2014. Of those 343 people who lost their lives, 34 percent (116) died in drunk-driving crashes. And the drivers in those crashes weren’t just a little drunk. Sadly, almost one out of five (17%) of all the drivers in fatal crashes that weekend had blood alcohol concentrations (BACs) of .15 % or higher—almost two times the legal limit in every state.

Los Angeles County Sheriff’s Department, Traffic Services Detail, is continuing its ongoing efforts to stop and arrest impaired drivers, deploying extra officers on DUI saturation patrols this Thursday evening to lower deaths and injuries.

In the rush of party preparations and getting dressed up for a night out, it’s easy to forget the most important Cinco de Mayo plan of all: designating a sober driver. Some fiesta-goers think they can play it by ear and wait until after the party has started to decide whether they’re “okay to drive.” By this point, it’s too late. Going out for a night of drinking without a plan to get home safely is a recipe for disaster.

Remember: Buzzed Driving Is Drunk Driving, and when you drive drunk, you run the risk of killing yourself or someone else. You will be looking at jail time, the loss of your driver license, higher insurance rates, plus other unanticipated expenses ranging from attorney fees, court costs, car or motorcycle towing and repairs, and lost wages due to time off from work. The average DUI costs about $10,000. Wouldn’t you rather pay for a ride home?

So before your first margarita, cold beer, or shot of tequila this Cinco de Mayo, make sure you have a designated sober driver or arranged another safe way home. The California Office of Traffic Safety DDVIP (Designated Driver VIP) mobile app is available for free download on iOS and Android devices. The DDVIP app offers e to “Map a Spot” with their current location to find DDVIP partnering establishments in their area or a “List of Spots” to search all participating bars and restaurants throughout California. Users will be offered free incentives at each bar to celebrate their life saving role. They can stay up-to-date with the latest from DDVIP and see what other users are saying via its social tab. Also through the app, for those who want to imbibe but also make it a point to plan ahead, users can easily order a sober ride from Uber, Lyft or Curb – all from one screen.

Recent statistics reveal that 30 percent of drivers in fatal crashes had one or more drugs in their systems. A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent). Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects.

A final statistic to remember: drunk or drug impaired driving deaths are 100-percent preventable.

This enforcement effort is funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration reminding everyone to ‘Report Drunk Drivers, Call 911!’

Community: Didn't That Driver Notice I Was Wearing the Yellow Jersey?

Dear Pepperdine Libboard,

What in the World is a Peloton?

You're on your way to take the kids to baseball practice and you start to approach a group of cyclists riding in the lane in front of you. You think to yourself, when did the Tour de France cut through my neighborhood? Take a deep breath and don't get frustrated. You wouldn't want to inadvertently run one of them over. What should you do?

Here are some helpful tips for motorists:
• Expect bicyclist on the roadway and keep an eye out for them
• Reduce your speed
• Give bicyclists at least 3 feet
• Be patient and share the road

Bicycle riding is fun, healthy and a great alternative use of transportation. But remember, a bicycle is not just a means to get around town, it's also a vehicle. Bicyclists must follow the same rules as motorist on the roadway. That means obeying all traffic control signals and signs. That includes riding with the flow of traffic (not against traffic).

Every May marks the start of National Bike Month. It is important to highlight the benefits of bicycling and the risks as well. Bicyclists killed in traffic collisions have been steadily increasing. In 2013 there were 164 bicyclist killed in traffic collisions statewide, which was up 11.5% from the year before.

Bicycle collisions can cause serious and even life threatening injuries to the rider. It's important to check your bicycle to make sure it's in properly working order and to remind yourself that you can still look cool by wearing a helmet. Not all collisions are caused by a car; you also need to avoid road hazards such as potholes, broken glass and loose gravel.

Here are some helpful tips for bicyclists:
• Always wear a helmet
• Obey all traffic laws
• Stay alert at all times
• Use lights and reflectors at night

The CHP wants to remind you, that you will never make it to the podium if you're in the back of an ambulance. The CHP encourages both bicyclists and motorists to share the roadway.

Advisory: #LASD Deps to Participate in 20th Annual Bike Ride Honoring Fallen LEO, Police Unity Tour, May 12, Wash.DC

Dear Pepperdine Libboard,

L.A. Deputies Bicycle to Washington D.C. in 2016 Police Unity Tour,   A Three-Day Journey to Honor Fallen Law Enforcement Officers

On May 12, 2016, 2,300 law enforcement personnel from across the nation will participate in the Police Unity Tour, a bicycle tour to raise awareness for fallen peace officers and raise funds for the National Law Enforcement Officer’s Memorial in Washington D.C.  Additional sheriff and police officials will join the tour to provide support for riders, making this one of the largest law enforcement events in the United States.  This year's ride is especially memorable, as it will mark the event's twentieth anniversary.

The Police Unity Tour is the largest donor to the National Law Enforcement Memorial Fund.  Last year’s event raised over $1.9 million, which was donated to the National Law Enforcement Officer’s Memorial Fund.  Since 1997, donations total nearly $18 million.

Funds received through donations go toward careful and respectful maintenance of the Memorial, which contains the names of over 20,000 fallen heroes.  It receives year-round care including re-engraving, coating and sealing of the names, as well as the cleaning of the walls and other memorial improvements.

The Police Unity Tour’s motto, which is simply stated, “We Ride For Those Who Died,” is just that:  Law enforcement personnel joining together to complete a bicycle tour, raising awareness for their professional brothers and sisters who died in the line of duty, and raise funds for the National Law Enforcement Officer’s Memorial and Museum.  It was organized in 1997, by Officer Patrick P. Montuore of the Florham Park Police Department, New Jersey, and began with 18 riders on a four-day, fund-raising bicycle ride from Florham Park, New Jersey, to the National Law Enforcement Officers Memorial in Washington, D.C.  That event raised $18,000.

The Police Unity Tour – Southern California Chapter VII will have over 400 riders and supporters participating in the event.  On May 8, 2016, the group will fly with their equipment to Somerset, New Jersey, where they will begin the three-day, 280-mile journey through Philadelphia, Delaware and Maryland, and complete their circuit in Washington D.C.  They will join other law enforcement officers from other Police Unity Tour Chapters across the United States as they ride into Washington D.C. to kick-off National Police Week.

Sheriff Jim McDonnell said, “2016 marks the twentieth anniversary of the Police Unity Tour, and the Department is proud to have assembled its largest group of participants for this noble cause to date.  Each member has invested hours of training to prepare for the challenging ride, and raised a commendable amount of donations to maintain our nation’s memorial for fallen law enforcement officers.  Their efforts have raised the public’s awareness and appreciation for all law enforcement officers who have paid the ultimate sacrifice to keep our communities safe.”

The Police Unity Tour – Southern California Chapter VII group includes the following dedicated personnel from the Los Angeles County Sheriff’s Department:

•        Deputy Elizabeth Aguilera, East Los Angeles Station;

Advisory: #LASD Recognized As One of the Three at White House Police Data Initiative Program

Dear Pepperdine Libboard,

From his first days as the Sheriff of Los Angeles County, Sheriff Jim McDonnell sought to set a clear tone underscoring the importance that the Los Angeles County Sheriff’s Department (LASD) be transparent and accountable to all the residents we protect and are sworn to serve.  He made it clear that all members of the LASD must hold themselves to the highest standards of integrity and constitutional policing.

Since 2014 and 2015, respectively, LASD has been involved in innovative initiatives, such as the President Obama Task Force on 21st Century Policing.  LASD has been an active member in the White House Technology and Data Innovation for Transparency and Accountability in Policing under the Police Data Initiative (PDI).  Both programs are aimed at identifying ways to improve community relationships through collaborative efforts and expand or enhance the use of data to increase transparency, build community trust, and strengthen accountability.

This week President Obama’s administration announced that 53 jurisdictions, covering more than 41 million people, have now committed to the Police Data Initiative, with over 90 data sets released to date.  These commitments represent concrete steps toward building trust and speak to a larger shift in the culture of policing that is at the core of the Task Force’s recommendations.

On Friday, April 22, 2016, the White House hosted an event titled, “The Police Data Initiative Year of Progress: Building on the President’s Call to Action to Leverage Open Data to Increase Trust between Police and Citizens.”  At the event, Los Angeles County Sheriff’s Department was recognized as one of the three model programs for their extraordinary work.  Wendy Harn, the LASD Chief Data Officer (CDO) was invited to speak about LASD’s open data program.  The open data for policing program is an innovative program that gives the public and stakeholders’ access to daily, monthly and yearly crime information and deputy involved shooting events.  The comprehensive data sets, including user-defined charts, maps and spreadsheets, can be found by visiting www.LASD.org and clicking on the Public Data Sharing link at the top of the page.
